'03 VW Jetta key remotes and key fobs?

I recently purchased an '03 VW Jetta from a used car dealership. The car was missing the "key fobs" for the car and I only have the valet key. I have 2 key codes written down on cards that I ume were for the 2 key fobs that could not be recovered. A VW dealership gave me a range around $300 to both purchase and have the new keys programmed. I was looking on ebay for VW Jetta key fobs, but because I don't know the codes for the remotes I don't know if purchasing uncut ones off the internet and programming them myself will work. Any ideas or am I at the mercy of a dealership and paying dealership prices?
