Closing Excel with program close X only closes workbook?

When I go to close a workbook in Excel 2007, I click the large X to close the program and workbook. It doesn't close the program, but only the workbook. When I do Alt-F4, that closes the whole thing. I have to click the X twice. I've been to Excel Options and tried fooling around with the "show all windows in the taskbar," but that's annoying. I like that box checked, and should be to be able to close the program and workbook in one click of the mouse. Anything to help would be greatly appreciated.
