I pay for 20 meg internet through Mi-connection, for the past month I am lucky to get 3 megs, what is wrong?

It worked fine for 5 months, got a great speed everywhere, now I am lucky to get 3 megs to any major route. I called their techs and they have no idea what is going on. Replaced my router, did a straight connection. Nothing is working. Any Ideas?
